These analyses can be “whitepapers” made for the benefit of the community at large or as “technical reports” completed at the request of a specific client for a cost. Both white papers and technical reports are intended to help readers understand an issue, or provide data and analysis (e.g. benefit-cost analysis, economic impact study) to leaders make a decision.
